Slovakia: Immigration Bulletin – Highly Skilled Foreigners May Now Apply for EU Blue Cards
New immigration legislation in effect since July 20, 2011


The Slovak law on border control and stay of foreigners has been amended in accordance with European Union standards. The new law came into force on July 20, 2011 with the basic objectives of improving migration management in compliance with European legislation.

To attract highly skilled workers from third countries, new provision of temporary residence is introduced in the form of the European Union blue card. A blue card applicant must have a written commitment from potential employer for a job position which matches applicants qualifications. Application must be supported by higher education certificates and / or documents proving minimum five years of professional experience. Blue cards in Slovakia are to be issued for the period of three years. Upon the issuance of the blue card, the employee is obliged to submit signed employment contract within set time-frame.

The Slovak labor office is still expecting to receive official list of professions which qualify for a blue card, however, they have started accepting blue card applications as of July 20.

Unlike previous legislation, the new law provides separate provisions for long-term resident status, including separation of status by character of stay as well as specification of foreigners who may not be granted long-term residence. New legislation also addresses provisions relating to deportation and detention of foreigners.
